Only buyers can create and publish projects and work orders or initiate any form of contact with Service Providers on this site. Both Buyer and Provider will approve any work order requirements and are free to negotiate and/or propose the preferred terms. Ultimately, however, the Buyer has control over final approval before any project is binding.
